Cheap M Phil in Development Studies from Australian University?

I did my MA (Honors) in English Literature and currently doing Masters in Development Studies from Dhaka University (Bangladesh). I wish to do M Phil from any Australian University, however, the tuition fee needs to be cheap since I belong to a middle-cl family of a developing country. I went through the website of University of Adelaide and their Faculty of Social Science. The tuition fee is very high. I want a scholarship but don't know exactly what needs to be done to get one.
