Where have Bangladesh got their money for flood defences and emergency flood shelters?

The flooding is due to what the rest of the world is doing so I hope that my country and other countries in the world have paid for this. I really feel sorry for the people, they are paying for our crimes. Also The dock at bay of Bangle was one of the busiest and thus made that region one of the richest in the world. It was the invasion of the British and then the theft that led to them being impoverished.
