We just bought our fish three weeks ago and he has not eaten at all since we have had him. why won't he eat?

we tried feeding him pebbles and he spit them out. we bought him blood worms instead but he wont eat those either... we are not sure what is happening. he doesn't even seem to be eating off the bottom...what should we do?
